According to the item's description, it is "an exciting pink liquid available in the Excitatron 6000," which plainly indicates that the item can likely be acquired from the Treasure Hunt instance accessible by discovering the locations of Timeworn Kumbhiraskin Maps. The Excitatron 6000 offers a variety of rarities, including Cloth of Happiness, Resplendent Feather, and Exciting Fiber, a material pink like Exciting Tonic.
