You can find Elf on a Shelf in Area 67 (Polar Express) on 29 December in Pet Simulator 99. To be more specific, you'll see the Elf between the train carts (thanks, Bugnbunny Mama). Here's a picture to help you (not that you need it):

Remember, the Elf on a Shelf location in Pet Simulator 99 changes daily every 24 hours. Since the Elf first appeared in Update 2 at 18:00 GMT, you can expect it to disappear and move someplace else every day at this time.
